The SBIR Program identifies topics that require the research and development of technologies capable of addressing social issues or meeting government procurement needs, while also having the potential to create entirely new markets.

As a result, the participating businesses develop technologies where demand in both the near and distant future are expected, increasing their likelihood of sustained growth.

A Rigorous Selection Process

Participants of the SBIR Program are expected to conduct research and development in areas that are required to fit the following 3 requirements:

Proposals are selected through a rigorous evaluation process to ensure a high potential for successful research and development.

Evaluation is conducted by third-party experts in technology, innovation, and startup support, who participate in the SBIR program as “Program Managers” (PMs).
